Imputation of Whether A Non-TANF Family Without Child Support is Due Child Support

A family is eligible for the imputation of NonTANFNonRecipDueCS if it is without TANF and child support for the entire year. TANF status is obtained from the variable specified in MonthlySimulatedTANFBenefits, and child support is obtained from the variable specified in MonthlySimulatedCSBenefits. TRIM3 checks all members of the family (subfamilies separate) to see if anyone receives TANF or child support.

Two logit models are used in the imputation -- one for custodial mother families and one for single father families. Both models were estimated using data from the 2000 Current Population Survey April/March Matched File (CPS-CSS). The explanatory variables in the imputation include dummy variables for the custodial parent's age, marital status, race and ethnicity, educational attainment, region of residence, metropolitan status, poverty level, number of custodial children, and age of youngest child, as well as a dummy variable for whether the family would be eligible for TANF in the absence of child support.

TRIM3 converts the imputed log of the odds ratio to a probability and multiplies the probability by a state-level adjustment factor specified through AdjProbNonTANFDueSuppMom or AdjProbNonTANFDueSuppDad. The family is then assigned a random number. If the random number is less than or equal to the adjusted probability, the family is imputed to be due child support.
